The State Senate today confirmed Richard Daines, M.D., as Commissioner of the Department of Health (DOH). Dr. Daines was formerly President and Chief Executive Officer of St. Luke's-Roosevelt Hospital in New York City.

Dr. Daines spoke about his vision for health care before the Senate Health Committee on Tuesday. Dr. Daines discussed his goals of eliminating disparities in New York's heath care system, making health care more accessible, and fostering a culture of wellness and preventive health. He acknowledged the growing consensus in New York for universal coverage and noted that the Executive budget takes positive steps toward increasing primary care and emphasizing preventive medicine. Dr. Daines expressed his support for the state's ongoing commitment to achieving interoperable health information exchange.
Dr. Daines responded to questions similar to those that arose during the joint legislative budget committee hearing last month regarding hospital restructuring, access to and affordability of quality care.
In response to concerns raised in relation to implementing the recommendations of the Commission on Health Care Facilities in the 21st Century, Dr. Daines noted that he did not regard the Commission's report as a "road map," but rather as recommendations that allowed for flexibility. He also acknowledged DOH's role to safeguard the safety and health of residents and ensure that community are served throughout the process.
Dr. Daines has a longstanding career and commitment to health care delivery in New York. Before assuming the role as head of St. Luke's-Roosevelt, Dr. Daines served as the facility's Medical Director. Before joining St. Luke's he served as Senior Vice President for Professional Affairs at St. Barnabas Hospital in the Bronx since 1994 and the Medical Director from 1987 to 1999.
